About Carolyn Hall

Carolyn Hall, Ph.D., NCSP

Carolyn Hall is a passionate school psychologist serving as the Program Director for the Boston Public School’s (BPS) Comprehensive Behavioral Health Model (CBHM).  The CBHM was developed by the school psychologists of BPS’s Behavioral Health Services (BHS) department as a framework for multi-tiered systems of support for behavioral health (MTSS-B).  As the CBHM Program Director, Carolyn works closely with the BHS leadership team and other stakeholders to support district-level implementation and evaluation of MTSS-B. The role also encompasses delivery of professional development, supervision, and technical assistance to school psychologists and school staff.  Carolyn also co-facilitates the BHS Research Team focused on minimizing the research gap in education while optimizing the practice and impact of school psychologists in the district and beyond. 


Prior to becoming the CBHM Program Director, Carolyn practiced as a school psychologist holding school-based and district-wide roles supporting BPS students and privately enrolled Boston residents ages 3 to 21 years old.  During her time as a school psychologist, Carolyn was a co-chair of the BHS Equity Committee and served as a Union Representative. Carolyn also completed her pre-doctoral internship in BPS and is currently working towards becoming a Licensed Health Service Psychologist (HSP).


Carolyn holds a Ph.D. in School Psychology from the University of Massachusetts, Amherst where she deepened her commitment to advocating for best practices in schools and learned to challenge the systems that prevent them. During her graduate studies grounded in a scientist-practitioner model, Carolyn’s interest and involvement in research grew.  During her time at Umass Amherst, her research interests centered multi-tiered systems of support for academics (MTSS-A) broadly and reading fluency assessment and intervention more narrowly. 

While at UMass Amherst, she also held positions as a Drug and Alcohol Prevention Specialist, Learning Specialist, and America Reads Tutor Coordinator. 


Carolyn previously obtained her bachelor's degree in Health Science from Keene State College in New Hampshire where she studied Community Health Education and Addictions.  Together, these experiences shaped Carolyn into the educator and mental health advocate that she is today, and fueled her aspirations of becoming a lifelong learner.
